Water doesn't drain from the gutter downspouts when leaves and other debris clog at the elbows and downspouts, causing overflow. Cleaning downspouts is a fairly easy, do-it-yourself job.  As long as your not affraid of heights or climbing a ladder.  Simply insert a hose from the top of the gutters downspout hole so that all the water goes down the downspout and it washes out all the debris or whatever's blocking the gutters downspout elbows.
